Rank the factors that should be weighted most heavily in determining the variation among states (1 is heaviest).

This was a tough decision. Interestingly, my votes were not in alignment with the majority of other voters. Average education of the population is the most popular number one choice, and I actually voted that 4th on my list. I voted energy efficiency as number 1. I think I need to spend more time on the site so that I can truly understand the impact of each of the five factors.
